Starting March 31, 2025, Government Decision no. 295/2025 enters into force, regarding the General Register of Employee Records – REGES-ONLINE, a digital platform that replaces the current system managed under GD no. 905/2017.
What is REGES-ONLINE?
A modernized digital system for recording individual employment contracts, managed by employers and accessible through a technical solution provided by the authorities.
Key Dates:

March 31, 2025 – Government Decision comes into force;

April 30, 2025 – Penalty provisions come into force;

October 1, 2025 – Repeal of GD no. 905/2017.
Main Obligations for Employers:
Mandatory registration in REGES-ONLINE within 6 months from the date of entry into force;
Complete submission of contractual elements for all active contracts not already registered in the system;
Chronological updating of data concerning:

signing,
-
modification,
-
suspension,
-
termination of individual employment contracts;

Submission of data related to service contracts, within 3 working days from conclusion/termination;
Declaration of additional information in the system, such as:
- Type of workplace (fixed or mobile);
- Duration and distribution of working hours;
- User details in the case of temporary work;
- Confirmation of work performed and salary paid for fiscally registered contracts;
- Specific information for people with disabilities (degree, type, certificate duration);
- Suspensions based on medical certificates.

Who Is Required to Report?

All employers, natural or legal persons, public institutions, diplomatic missions, international organizations;

Service providers designated by contract, such as:

Chartered accountants / authorized accountants;

Self-employed individuals, individual or family businesses;

Specialized firms with designated internal staff.

Subcontracting the services of data entry and transmission by providers is not allowed
Data Protection and Responsibility:
-
Responsibility for data entry, transmission, and accuracy lies solely with the employer;
-
The employer must designate, in writing, the authorized personnel to operate in the system;
-
Strict compliance with data confidentiality and personal data protection legislation is required.
What Risks Do Employers Face?
Penalties for:

Failure to register in REGES-ONLINE within 6 months;

Failure to transmit complete and correct data;
Administrative fines, according to the provisions of Art. 9 and Art. 11 of GD 295/2025.
